Starting 2026 Access to Latvian SRS EDS - with Secure eID

Starting 1 January 2026, access to the State Revenue Service (VID) Electronic Declaration System (EDS) will only be possible using secure electronic identification tools. This change aims to strengthen data protection for both individuals and businesses in Latvia.

WHO WILL BE AFFECTED?

Until now, many EDS users logged in with a username and password provided by VID. From 2026, this method will be phased out for most users.

The only exceptions:

  • Foreigners without a legal link to Latvia who cannot obtain a Latvian eID card;
  • Customs users of the Electronic Customs Data Processing System (EMDAS) for submitting customs declarations.

Everyone else (including private individuals, self-employed persons, and companies) will need to switch to one of the following secure login methods:

  • Smart-ID (qualified version);
  • Electronic identification card (eID);
  • Qualified electronic signature (eParaksts or eParaksts mobile);
  • Certain bank authentication methods.
WHAT DOES THIS MEAN FOR INDIVIDUALS?

Individuals (including self-employed persons) currently using usernames and passwords must secure one of the above-mentioned tools. If this is not possible, they may authorize a trusted person (proxy) to access EDS on their behalf.

Authorizations (proxies) can be submitted electronically via EDS or in-person at any VID service center or a unified state and municipal client service center. Importantly, the proxy does not need notarization, and templates are available on the VID website.

WHAT DOES THIS MEAN FOR ACCOUNTANTS AND SERVICE PROVIDERS?

Outsourced accountants and financial service providers are strongly advised to check their ability to log in via secure methods and confirm that their clients have authorized them within EDS. Companies can issue these authorizations electronically or in person at VID centers.

WHY IS THIS CHANGE HAPPENING?

This transition is part of Latvia’s national information system security policy. For systems requiring a high level of security, user authentication must be done through qualified tools. As a provider of digital tax services, VID must ensure that user authentication meets strict security standards and risks of unlawful access or misuse of credentials are minimized.
