IN SHORT
- Investment and Development Agency in Latvia (LIAA) Business incubation aid is available to companies that are registered in Latvia and are up to 5 years old;

WHAT IS THE BUSINESS INCUBATION PROGRAMME?
Latvia’s Business incubation aid is designed to help companies strengthen their growth potential, especially those developing innovative, technology-driven, export-capable or creative-industry products and services. The programme combines financial support (grants) for specific development-related costs and non-financial support in the form of mentoring, consultations, training and networking.
This combination is especially valuable once a company has moved beyond the idea stage and are building market traction.
WHO CAN APPLY?
The programme is intended for micro, small and medium-sized enterprises (SMEs) registered in Latvia that have clear growth potential and meet the criteria:
- Company is registered in Latvia;
- Company is no more than 5 years old;
- Tax arrears do not exceed 1000 EUR;
- Company develops an innovative, technology-oriented or export-capable product or service;
- Company has at least a minimally viable product (MVP) or service.
The programme is particularly focused on companies with high added value, including those operating in technology, creative industries and knowledge-intensive services.
AVAILABLE FINANCIAL SUPPORT
Programme participants may receive grants to cover various business development costs. Financial support is provided with a co-financing intensity of up to 70% and may be used for the following purposes:
- Services - up to 10 000 EUR;
- Purchase of equipment or machinery - up to 8 000 EUR;
- Purchase of raw materials and supplies - up to 5 000 EUR.
Innovative companies are also eligible for additional support:
- Coverage of employee remuneration costs - up to 10 000 EUR;
- Prototyping and technology development services - up to 20 000 EUR.
AVAILABLE NON-FINANCIAL SUPPORT
In addition to financial support, the incubation programme provides a wide range of non-financial support to help companies build a sustainable business model. Entrepreneurs can benefit from:
- Business development consultations;
- Training in marketing, financial planning and product development;
- Expert and mentor consultations;
- Networking events and experience-sharing opportunities;
- Co-creation spaces and events for presenting products to clients.

HOW TO APPLY?
Applications for the Business incubation aid are accepted twice a year. In the current call, applications are open from 9 March to 31 March 2026. Companies can apply by submitting an application via the business.gov.lv platform or by contacting the nearest LIAA regional representation.
